Outside counsel cannot be used for immigration cases involving the University without expressed permission from OISS and the Office of the General Counsel (OGC.) Government issued immigration documents should not be signed by a department without the consent of OISS. There are some immigration procedures which represent the scholar and not the university, and in some cases letters of support can be written with the consent of OISS.
